Best value 24/32 GB GPU?

Currently sitting on some PC parts that I’m planning to sell off, and i’m considering using the money to upgrade my current gpu (12 gb vram) but if i do so i want to make sure i do my homework. Seen a lot of things thrown around this sub, like a 3090 or 9700, but i honestly don’t know all too well the differences or what tradeoffs there would be. What would work best? Currently using 32 GB RAM if that matters. Thanks!
